Pursuant to subsection 5.9(2) of the Aeronautics Act, and after taking into account that the exemption is in the public interest and is not likely to affect aviation safety, I hereby exempt Canadian air operators operating under subpart 705 of the Canadian Aviation Regulations(CARs) from the requirements set out in subsections 705.44(2) and (3) of theCARs and subsection 725.44(2) of the Commercial Air Service Standards (CASS) made pursuant to section 705.44 of the CARs, subject to the conditions set out below.
Subsection 705.44(2) states that an air operator shall ensure that the information required for a supplemental briefing card by section 725.44 of Standard 725 — Airline Operations — Aeroplanes of the Commercial Air Service Standards is available to passengers in the following four formats: English text in 14-point or larger sans-serif type with dark characters on a light background, French text in 14-point or larger sans-serif type with dark characters on a light background, English braille as defined and set out in the publication entitled English Braille, American Edition, 1994, published in 1994 or later by the Braille Authority of North America, and French braille as set out in the Code braille français uniformisé pour la transcription des textes imprimés (CBFU), Québéc Édition (2008); and two copies in each format are on board every aircraft.
Subsection 705.44(3) states that the four formats may be displayed on one or more supplemental briefing cards.
The applicable sections of the CARs are set out in Appendix A. Those of the CASS are set out in Appendix B.
PURPOSE
The purpose of this exemption is to provide Canadian air operators operating under subpart 705 of the CARs, with additional time from having to comply with the new requirements of subsections 705.44(2) and (3) of theCARs and subsection 725.44(2) of the CASS, which requires air operators to carry onboard the aircraft, two copies of the supplemental briefing card in four formats.
APPLICATION
This exemption applies to Canadian air operators operating under subpart 705 of the CARs whom have not yet developed supplemental briefing cards in Braille and large print, as set out in subsections 705.44(2) and (3) of theCARs and subsection 725.44(2) of the CASS, for visually impaired passengers.
CONDITIONS
There are no conditions attached to this exemption.
VALIDITY
This exemption is in effect until the earliest of:
- October 30, 2009 at 23:59 EST;
- the date on which the air operator has produced the Braille supplemental briefing cards in accordance with subsections 705.44(2) and (3) of theCARs and subsection 725.44(2) of the CASS;
- the date on which any condition set out in this exemption is breached; or
- the date on which this exemption is canceled in writing by the Minister where he is of the opinion that it is no longer in the public interest or that it is likely to affect aviation safety.

- An air operator shall provide each passenger, at the passenger’s seat, with a safety features card containing, in pictographic form, the information required for a safety features card by section 725.44 of Standard 725 — Airline Operations — Aeroplanes of the Commercial Air Service Standards, and any wording shall be in English and French.
- An air operator shall ensure that
- the information required for a supplemental briefing card by section 725.44 of Standard 725 — Airline Operations — Aeroplanes of the Commercial Air Service Standards is available to passengers in the following four formats:
- English text in 14-point or larger sans-serif type with dark characters on a light background,
- French text in 14-point or larger sans-serif type with dark characters on a light background,

- The safety features card shall contain the following information as applicable to the aeroplane and equipment carried:
(a) to (d)….
- The supplemental briefing cards shall contain at least the following information:
(a) A statement that the crew member will give the passenger an individual briefing before departure;
(b) How to fasten, adjust and unfasten the safety belt;
(c) A recommendation to keep the safety belt fastened at all times;
(d) A brief description of how to assume the brace position;
(e) An instruction to become familiar with the location of emergency exits, and to receive information on flotation equipment and oxygen masks carried on the aeroplane and
(f) An instruction to ensure that crew members are aware of what assistance the passenger may need in the event of an emergency.
